What is SHE Report?

Overview

The SHE Report (Safety, Help, Evidence Report) is envisioned as a comprehensive, public-interest initiative that addresses crimes against women in Kerala through an integrated framework combining data, reporting, survivor support, awareness, and accountability.

Rather than functioning as a single-purpose reporting tool, the SHE Report is designed as a comprehensive ecosystem — drawing from international practices such as crowd-mapping of violence, femicide observatories, whole-school prevention approaches, and evidence-based policy feedback loops — adapted to Kerala's legal and administrative context.

Why SHE Report?

Kerala presents a paradoxical context: high literacy and social development coexist with persistent crimes against women, delayed justice, and underreporting. Key systemic challenges include:

Our Theory of Change

The Theory of Change is grounded in the principle that clarity, coordination, and credibility are essential to effective responses to crimes against women.

When survivors have access to clear information and trusted pathways, they are more likely to seek help. When institutions receive credible, continuous data, they can better allocate resources and reform procedures. Together, these mechanisms create a virtuous cycle — improved reporting generates better data, better data informs better policy, and better policy contributes to safer environments.
