Addressing Violence Against Women in Politics: Institutional Responses and Good Practices for Parliaments 

The United Nations Development Programme (UNDP) released a publication examining the growing problem of violence against women in politics and the measures that parliaments can adopt to address it. The report highlights that women politicians across the world continue to face physical violence, intimidation, harassment, online abuse, and gender-based threats that discourage their participation in public life and democratic institutions.  

The publication identifies institutional responses and good practices adopted by various parliaments, including codes of conduct, complaint mechanisms, sanctions for harassment, gender-sensitive parliamentary procedures, and measures to improve the safety and participation of women in political decision-making. It emphasizes that combating violence against women in politics is essential for ensuring equal representation and strengthening democratic governance.  

Legal Significance 

The publication reinforces the recognition of violence against women in politics as a violation of human rights and a barrier to political participation. It highlights the responsibility of States and legislative institutions to create safe and inclusive environments for women in public office through effective laws, policies, and accountability mechanisms.  

For India, the report is significant as it supports constitutional principles of equality under Articles 14, 15, and 16 and aligns with efforts to increase women’s representation in legislative bodies. It also underscores the need for stronger institutional safeguards against harassment, threats, and gender-based violence faced by women in political and public life.
