Haiti Opens First State-Supported Safe Houses for Women and Girls Amid Rising Gang Violence 

Port-au-Prince, Haiti: The Government of Haiti, with support from UN Women and other partners, has opened the country’s first state-supported safe houses for women and girls who are survivors of gender-based violence. The initiative comes amid a worsening security crisis in which armed gangs have increasingly used rape and other forms of sexual violence as tools of intimidation and control. The shelters are designed to provide survivors with safe accommodation, psychosocial support, medical assistance, and pathways to justice.  

The move follows alarming reports from the United Nations that gang-related violence in Haiti has led to widespread sexual violence against women and girls, particularly in areas under gang control and in displacement camps. UN agencies have repeatedly warned that sexual violence is being weaponized to terrorize communities, while the ongoing humanitarian crisis has left many survivors without adequate protection or support.  

Legal Significance 

The establishment of these safe houses reflects Haiti’s obligation under international human rights law to protect women and girls from gender-based violence and provide effective remedies to survivors. The development also highlights the growing international recognition of conflict-related sexual violence as a serious human rights violation and, in certain circumstances, a crime under international law.  

The initiative is significant because it combines victim protection with access to justice, rehabilitation, and support services.
