UN Security Council Debates Aid Crisis, Women’s Rights, and Engagement with Taliban in Afghanistan 

Afghanistan: The UN Security Council held a detailed discussion on Afghanistan’s worsening humanitarian and human rights situation under Taliban rule. UN officials reported that nearly half of Afghanistan’s population requires humanitarian assistance, while funding remains critically inadequate, with only a small portion of the required aid secured for 2026. Delegates expressed alarm over severe restrictions on women and girls, including the exclusion of approximately 3.8 million girls from education and continuing limitations on women’s participation in public life and humanitarian work. A major point of debate was whether the international community should continue engaging with the Taliban through mechanisms such as the Doha Process, with some members advocating pragmatic engagement while others warned that diplomacy should not come at the expense of women’s rights and human dignity. The Council also discussed regional security concerns, terrorism, tensions with Pakistan, and the future mandate of the UN Assistance Mission in Afghanistan (UNAMA). 

Legal Significance 

The discussion highlights potential violations of international human rights law, particularly concerning the rights of women and girls to education, equality, work, and participation in public life as protected under various international treaties and customary norms. It also raises important questions regarding the legal and diplomatic balance between engaging with de facto authorities for humanitarian purposes and ensuring accountability for systematic discrimination that some experts have characterised as “gender apartheid.”
