US Justice Department Findings on California Women’s Prisons 

California: On August 13, 2026, the U.S. Department of Justice (DOJ) announced findings from a federal civil rights investigation, revealing reasonable cause to believe that the California Department of Corrections and Rehabilitation (CDCR) and major women’s correctional facilities—including the Central California Women’s Facility (CCWF) in Chowchilla and the California Institution for Women (CIW) in Chino—violated the U.S. Constitution. The investigation uncovered a long-standing pattern of staff sexual misconduct, physical abuse, improper investigative practices, lack of confidential reporting avenues, and failure to enforce safeguards under the Prison Rape Elimination Act (PREA), amounting to Eighth and Fourteenth Amendment violations. 

Actions To Be Taken 

Following the federal investigation into systemic sexual abuse in California’s women’s prisons, the U.S. Department of Justice (DOJ), alongside federal prosecutors in California, will initiate formal civil rights enforcement measures and legal oversight to compel the California Department of Corrections and Rehabilitation (CDCR) into full constitutional compliance. State authorities and facility administrators at the Central California Women’s Facility and California Institution for Women are required to overhaul their internal reporting infrastructure to establish secure, confidential channels for reporting abuse, alongside enforcing rigorous investigative protocols under the Prison Rape Elimination Act (PREA). Furthermore, corrective actions require establishing independent oversight mechanisms, reforming staff accountability practices to identify and terminate predatory personnel, and executing administrative or criminal proceedings against officers involved in misconduct or retaliatory behaviors.
